In the constellation of university education a new star emerged, the Institute for Political Studies and International Relations (ISPRI). The founder and first rector of the institution was the famous professor and promoter of university education, PhD, associate professor, Platon Fruntasu.
Since its first steps (July 28, 1997), the institute has promoted a performance education policy geared to the standards and values of the modern democratic society, thus attempting to contribute to the formation of a new generation of professional researchers, opinion leaders and public officials, able to take responsibility for the transition to the democratic form of organization in our country. Since 1999, co-founder is Nicolae Laiu, PhD, associate professor.
At the beginning of ISPRI activity, students were studying at two faculties:
a) The Faculty of Political Studies, with the specialty Politics and the specialization of Politics and Legal Training;
b)The Faculty of International Relations, specializing in International Relations.
During the same period, chairs of Political and Legal Training, International Relations, Applied Foreign Languages were created.
Later, taking into account the necessity of deep study of the experience of the countries with old democratic traditions, as well as the aspirations of the Republic of Moldova to become a member of the European family, within the Faculty of International Relations, American Studies and European Studies have been introduced in 2001.
Starting with the 2001-2002 academic year, admission of candidates for short-term studies to the specialties of International Relations, Politics, Political Science and Legal Training is organized. These were highly demanded by officials and politicians in the country. It was a good occasion at the moment, because in 2005, the Faculty of Political Sciences graduated 19 deputies from the Parliament of the 17th Legislature, and in 2008 15 deputies from the Parliament of the 18th Legislature.
On January 18, 2007, ISPRI was reorganized into the University of European Political and Economic Studies and registered at the State Registration Chamber of the Ministry of Information Development under the number MD 0058965.
This reorganization implied not only a mechanical renaming of the institution, but also allowed a new step in the professional training of young specialists. With the complex modernization of the management and the quality of the teaching process, in accordance with the Bologna Process standards and the labor market needs of the Republic of Moldova, a series of essential changes have been introduced within the University, deriving directly from the European and international commitments assumed by our country.
In 2008, the composition of the co-founders was also modified. As a result, the co-founder became professor Gh. Avornic, who later submitted the control package to the European Public Law Organization, based in Athens, Greece.
Since 2009, USPEE continues its activity at its headquarters, located in the center of the capital, on 200, Stefan cel Mare Street. Here students have access to modern classes, computer classes, with access to the global Internet network, the library, the medical cabinet, etc. Also during this period, the Faculty of Law of the USPEE was founded and licensed.
From the 2009-2010 academic year, USPEE is authorized to conduct Master’s Cycle II courses for the following programs: Business Law – 90-120 credits; Criminal Law, Criminal Procedure Law, Public Law, Civil Law, Customs Law – 90 credits.
In 2011, by the joint decision of the co-founders and the Senate of the University, as rector of USPEE is elected Mr. Gheorghe Avornic, PhD, professor of law.
By decision of the Senate of February 24, 2011, the University of European Political and Economic Studies is named after Constantin Stere, an illustrious personality, lawyer, politician and writer, born in Soroca county, author of an impressive number of works in the legal and political science.
In 2012, for the first time in Republic of Moldova was introduced, a new master’s program: Judicial Expertise and Production Certification with 90-120 credits, program organized in collaboration with the Academy of Sciences of Moldova.
In 2012, USPEE “Constantin Stere” is scientific accredited on the profile of European standards in consolidating the rule of law and civil society in the Republic of Moldova (accreditation certificate No. A No. 006 with the qualification “Competitive national organization”, Category C, valid until January 25, 2018).
In 2013, was accredited by ARACIS law specialty program, I Cycle License.
In 2015, the Master’s Degree Program of Business Law was accredited by the Estonian Agency for Quality Assurance in Higher and Vocational Education (EKKA).
In 2015, the USPEE was accredited as a science and innovation organization with all the related rights to carry out research, innovation and technology transfer activities to research profiles:
- Modernizing the rule of law, civil society and education in the Republic of Moldova by implementing European standards;
- Sustainable development of the Republic of Moldova through correlated economic and ecological policies.

The qualification awarded to University – International Competitive Organization, B Category. (certificate series, no. 011, issued on August 26, 2015, valid until July 24, 2020).
By decision no.AT 2 / 8.3 of April 9, 2015 CNAA The University was granted the right to organize a doctorate institution in the specialty: 552.08 – International and European Public Law; Profile: Public Law; Branch: Legal Sciences; Social and Economics Sciences, and by Decision No. 269 of November 26, 2015, was authorized to organize doctoral and postdoctoral studies at the specialty 521.03 – Economics and Management in the field of economics, business, administration, Economic Sciences, Social and Economic Sciences.
On 12.10.2015 (Decision no.34-CC) ANACIP granted the provisional authorization of the Doctoral School in Law, Political and Administrative Sciences.
Thus, as a result of these successive transformations, the USPEE becomes a higher education institution, which has financial independence and freedom in promoting its own policy, which in general seeks to revitalize the elitist training process in the Republic of Moldova and to integrate domestic higher education into the European Higher Education space.
USPEE offers its students the opportunity to combine different forms of academic, formative and research activities. At the activities are invited to participate professors from the country and abroad. The USPEE administration organizes conferences and lectures of well-known professors from Central and South-Eastern Europe, Western Europe, CIS and the USA. This direction of international collaborations, practices and novel research techniques represents a priority aspect of the educational programs of the USPEE.
Being a fairly mobile educational institution, USPEE is constantly looking for ways to train graduates to work and increase social mobility.
At present, the study process is carried out within five faculties: the Faculty of Law, the Faculty of Ecology and Environmental Protection, the Faculty of Economic Sciences, the Faculty of International Relations and Socio-Human Sciences, and the Faculty of Journalism and Communication Sciences, which capitalize democratic and modern principles linked to national, European and international legislative documents.
In this context, the purpose of our university is to respond to the primordial needs of specialists with a high, academic and competitive moral weight. During the 20 years of activity, USPEE “Constantin Stere” managed to demonstrate steadiness, professionalism and quality.
